እየከፋ በመጣው የሰብዓዊ መብት ረገጣ ላይ የወጣ የጋራ አቋምና መግለጫ

«ለውጥ በማይቆም ተሽከርካሪ የሚጓዝ አይደለም፤ የተከታታይ ትግል ውጤት ነው። ነጻነት የምንፈልግ ሁሉ ጀርባችንን ቀና አድርገን መታገል አለብን። ራሳችን ካልፈቀድንለትና ካልተሸማቀቅን፤ ማንም ሰው እንደ ከብት ሊጋልበን ከቶ አይችልም” ነበር ያሉት ዶር ማርቲን ሉዘር ኪንግ ጁኔር ።

በማንኛውም አገር ቢሆን፣  ነጻ የሆነ የዜና አገልግሎት የማያገኝ፤ ተቆርቋሪ የፖለቲካ ወይንም የማህበረሰብ ወይንም የሲቪክ ድርጅት እና በነጻነት የሚንቀሳቀስ የመገናኛ ብዙሃን አገልግሎች የሌለው  ሕዝብ መብት የለውም። መብቱ በመንግሥት የተከለከለ ግለሰብ ሆነ ቡድን፤ ማህበረሰብ ሆነ ሕብረተሰብ ዘላቂነትና ፍትሃዊነት ያለው እድገት አይጎናፀፍም።

ሕወሃት/ኢሕአዴግ ለሃያ አራት ዓመታት በበላይነት ሲገዛት የቆየችዋ ኢትዮጵያችን  ፍትህ፤ ነጻነት፤ ሰብአዊ መብት፤ የሕግ የበላይነት  የማይታይባትና  አምባገነናዊ ስርዓት የሰፈነባት ሃገር ሆናለች። ምንም እንኳን ኢትዮጵያ የመድበል ፓርቲ ስርዓት የምትከተል መሆኗ በሕግ መንግስቱ ቢደነገግም፣ በተግባር የታየው ግን ከገዝው ሕወሃት/ኢሕአዴግ ነጻ የሆኑ ድርጅቶችን ሁሉ የማጥፋት ሂደት ነው። የአገሪቷን ሕግ ሆነ የምርጫ ቦርድን አሰራር  በጣሰ መልኩ፣ በቅርቡ በአገሪቷ ጠንካራ የሚባለውን የአንድነት ለዲሞክራሲና ለፍትህ ፓርቲ (አንድነት)  አመራርን በማገድ ራሱ ያቋቋማቸዉን ተለጣፊ መሪወች መሾሙ፣ ሕወሃት/ኢሕአዴግ  በምርጫ የማያምንና፣ ብቻውን ለሚቀጥሉት ሃያ፤ ሰላሳ አመታት በጉልበት ለመግዛት እንደወሰነ አመላካች ነው። የዜጎችን የመደራጅትና የመሰባሰብ ሰባአዊ መብትም የረገጠ ነው።

በአንድነት ፓርቲ ላይ ከታየው የሕወሃት/ኢሕአዴግ ያገጠጠ ኢፍትሃዊ እርምጃ በተጨማሪ፣ በሌሎች የፖለቲካና የሲቪክ ማሀብራት ላይ አፈናዉና የመብት ረገጣው ተባብሷል፡፡በህጋዊነት የሚንቀሳቀሱ ድርጀቶች ሁሉ ህልውናቸው አደጋ ላይ ነው። ዜጎችን ሕገ መንግሥቱ በሚፈቅደው መሰረት ሰላማዊ ሰልፍ ሲያደርጉ ይደበደባሉ። ጋዜጠኞች የሰባዊ መብት ተሟጋቾች፣ የሃይማኖት መሪዎች ይታሰራሉ።

ሕወሃት/ኢሕአዴግ  በሚያራምዳቸው የተሳሳቱ የኢኮኖሚ ፖሊሲዎች ዜጎች  ባስከፊ በድህነት እና የኑሮ ዉድነት ስቃይ ዉስጥ እንዲዘፌቁ አድርጓቸዋል። የስራ እድል ማጣት፤ የተፈጥሮ ሃብት ከኢትዮጵያዊያን ተነጥቆ ለጥቂቶች ሃብት ማካበቻ መሆን፤ የጎሳ አድልዎ፤ ጉቦ፤ ሙስና፤ በብዙ ቢሊዮን የሚቆጠር ገንዘብ ከሕግ ውጭ ማሸሽ፤ በኢትዮጵያዉያን መካከል ስርዓት ወለድ የሆነ የጎሳና የኃይማኖት መለያየት በአገራችን ትልቅ ቀዉስን እና ዉስጣዊ አለመረጋጋትን ፈጥሯል። ከመቼዉም ጊዜ በላይ አገራችን ትልቅ አደጋ ላይ ትገኛለች።

መንግስት የሕዝብ አገልጋይ ሊሆን ይገባዋል። ህወሃት/ኢሕአዴጎች ግን በመንግስት ወንበር ላይ ተቀምጠው ህዝብን ማገለገል ሳይሆን ህዝቡን እየከፋፈሉትእና  እያሰቃዩት ነው። ለሃያ አራት አመታት በህዝብ እና በሀገር ላይ እጅግ ብዙ በደል ፈጽመዋል።  ይህን ለማስቆም ኢትዮጵያዉያን ቆርጠንና  ደፍረን፣  አገር አቀፍ በሆነ ደረጃ መነሳት ይኖርብናል። በውጭና በውስጥ የምንገኘው ለውጥ እና ፍትህ ፈላጊ  ኃይላት፣ አብረን ተባብረን መስራት ግዴታችን ሆኗል። ሕወሃት የሚፈልገው በየተራ ለማጥቃት እንዲያመቸው በተናጥል የሚደረግን  ትግል ነው። ትግሉ የመኖር ያለመኖር፤  የህልውና ጉዳይ ስለሆነ አብሮ ተያይዞ መነሳት የወቅቱ መሪ ጥያቄ ነው።

እኛ ስማችን ከዚህ በታች የተዘረዘረው ስብስቦች እንደዚህ ያለ ተከታታይ ግፍ በኢትዮጵያ ሕዝብ ላይ ሲካሄድ በአንድ ላይ ድምፃችን ማሰማት ግዴታችን ነው እንላለን። ስለሆነም፤

  1. በቅርቡ የአንድነት ፓርቲ አመራር አባላትን ህገወጥ በሆነ መንገድ የገዝው ቡድን መሳሪያ በሆነው የምርጫ ቦርድ አማካንነት ከሀላፊነታቸው በግዳጅ አባሮ በአባላት ያልተመረጠ ግለስብ በመሪነት መሾሙን አጥብቀን እናወግዛለን። ለዚህ በስርአቱ ለተሾመ ግለሰብም፣ እውቅና የማንሰጥ ሲሆን ሁሉም ኢትዮጵያዊ ትብብር እንዲነፍገው እንጠይቃለን። የተለጣፊው ቡድንም፣ ሊወድቅ የተቃረበን የግፍ አገዛዝ ለማገለገል በወሰዳቸው አሳፋሪ ተግባራትም ተጠያቂ እንደሚሆን ለማሳሰብ እንወዳለን።
  2. ስርአቱ በመኢአድ የውስጥ ጉዳይ ጣልቃ በመግባትና በቀጣይ የከፋፋይነት ስራ ድርጅቱን ለማዳከም የሚያካሂደውን ሁሉ ተገንዝበናል። ይህ የገዥው እኩይ ተግባር እውን የሚሆነው በከፊል በድርጅቱ ውስጥ ያሉትን ችግሮች በመመካከር ማስወገድ ሳይቻል ሲቀርና ለገዥው ቡድንም ጣልቃ መግባት መንግድ ሲከፍት እንደሆነ በመገንዘብ፣ ሁሉም የድርጅቱ መሪወችና አባላት ውስጠ ድርጅት ቅራኔወችን በውስጥ አሰራር፣ በመቻቻል፣ በሆደሰፊነትና በተለመደ ሀገራዊ ጨዋነት በመፍታት ሁሉም የድርጅቱ አባላት እንዲሰባሰቡና ታሪካዊ ሀላፊነታቸውን በጋራ እንዲወጡ  እናበረታታለን።
  3. ገዥው ቡድን በአንድነት ፓርቲ ላይ የማፈራረስ እርምጃ ሲወስድ የድርጅቱ አባላት ፣ ተስፋ ቆርጠው፣ ትግሉን እርግፍ አድርገው እንዲያቆሙ ወይም ሀገር ጥለው እንዲሰደዱ ለማድረግ ነው። ይህን በማድረግም አላንዳች ተቀናቃኝ ሁሉንም ተቆጣጥሮ በህዝባችን እና በሀገራችን ላይ የጀመረውን የግፍ አገዛዝ ለመቀጠል ነው። ሆኖም ሁላችንም እንደተመለከትነው አፍራሹን ህወሀት/ኢህአዴግን በሚያሳፍር ለውጥ ፈላጊውን ደግሞ በሚያኮራ መልክ በአዲስ አበባም ሆነ በክልል ያሉ በዛ አሉ የአንድነት አባላት አሁንም ትግሉን ለመቀጠል ወደ ሰማያዊ ፓርቲ እየተቀላቀሉ መሆናቸውን እንገነዘባለን። በዚህ እጅግ ፈታኝ በሆነ ሰዓት ከድርጅት በላይ ሀገርንና ነጻነትን በማሰቀደም በወሰዱት ቆራጥ እርምጃ ያለንን አድናቆት እየገለጥን ወደ ሰማያዊ ያልተቀላቀሉ ጥቂት የአንድነት አባላትም የአንድነትና የዴሞክራሲ ሀይሎችን በመቀላቀል ትግላቻውን እንዲቀጥሉ እናበረታታለን።
  4. ሁሉም የአንድነትና የዴሞክራሲ ሀይሎች የህወሀት/ኢህአዴግን ቀጣይ አፈና መቋቋም የሚቻለው ተነታጥሎ ሳይሆን በጋራ በመቆም እንደሆነ በመገንዘብ አሁንም ትብብራቸውን አጠናክርው ትግላቸውን እንዲቀጥሉ እናሳስባለን። በአፋኙ የህወሀት/ኢህአዴግ ስርአት ስር ለሀገር አንድነት፣ለህዝብ መብት መከበርና ግፈኛውና ከፋፋይ ስርአት ተደምስሶ በምትኩ ለህዝብ ሙሉ መብት መከበር፣ ለሀገር እንድነትና፣ ዴሞክራሲያዊ ህገ መንግስታዊ ስርአትን ለመመስረት ለሚደረገው ትግል ያለንን አጋርነት በጋራ እናረጋግጣለን።

ነጻነት ዋጋ ያስከፍላል። ነጻነት ስለተመኘናት አትመጣም። የኛ እጅ ለእጅ መያያዝና መተባበር የአምባገነኖች ፍጻሜ መጀመርያ ነው። በመሆኑም በተጨበጡ ሥራዎች ዙሪያ ትብብራችንን እያጠናከረን፣ አገር ቤት ለሚደረገው ትግል ሙሉ ድጋፍ እያሳየን፣ የኢትዮጵያ ህዝብ አካል እንደመሆናችን የህዝባችን ነጻነት እስኪያረጋግጥ ከመቼውም ጊዜ በላይ ሳንታክት በጽናት የምንታገል ስለመሆናችን ቃል ኪዳናችንን እናድሳለን።

Ethiopia’s Sovereign Bond or Sovereign Bondage

Introduction 

This position paper on Ethiopia’s Sovereign Bond, whose modified title reflects our concerns, is sponsored by the Ethiopian People’s Congress for United Struggle (SHENGO). For ease of reference and to provide the reader with the context and implications of the Bond, the paper contains four parts.

Part I presents the political and socioeconomic context, including unprecedented ruling party sponsored and condoned corruption and illicit outflow of capital against which the pros and cons of the Bond must be gauged. We suggest that Ethiopia’s problem is not the lack of foreign exchange. It is the lack of accountable, representative and responsible governance. Ethiopia’s growth model is based on creating unprecedented wealth for a few who wield political power. This means, more foreign exchange would mean more wealth for the privileged few and deepening poverty for the majority. On January 13, 2015, Ethiopia this Week quoted the Reporter, a government controlled media, that in 2014, the Commercial Bank of Ethiopia collected $5.5 billion from foreign exchange dealers. “The lead firms which collected more than $1 million each were commended for their contributions.” One single firm, “Western Union alone collected $450 million.” The bulk of collections come from commodity exports. “Oil seeds and related accounting for 17.1 percent, coffee for 11.5 percent, meat products for 12.6 percent, fruits and vegetables for 8.7 percent.” Despite billions in foreign exchange earnings, people in urban areas are unable to buy staples at reasonable prices. The rural population is unable to buy manufactured goods. In short, the urban and rural population is in the same boat, “bleeding” and wondering if there is “light at the end of the tunnel.”  A lot of Birr whose purchasing power has been diminished through continuous devaluation is chasing limited supplies. The structure of the economy remains almost the same. Earnings from exports show that Ethiopia has not diversified its economy. Manufactured and industrial exports are almost nil.

A UN University study, WIDER Working Paper 2013 entitledAid, Accountability, and InstitutionBuilding in Ethiopia 2013/083 confirms that between 1991 and 2012, the Ethiopian government received $40 billion in Official Development Assistance (ODA) alone. ODA has risen to $4 billion a year since 2014. ODA has contributed significantly to poverty reduction; but has not changed the fundamental structure of the Ethiopian economy. A great deal of the money has also been either misused or pilfered out of the country in the form of illicit outflow. Ethiopia today is the largest ODA recipient in Africa and the largest humanitarian aid, especially food, in the world.  In addition, Ethiopia receives billions in Foreign Direct Investment (FDI) and billions more in remittances (both official and unofficial) and billions in humanitarian aid each year. No one really knows the exact amount of the inflow or outflow. The sum total of this is a staggering amount of foreign exchange that has not made a dent in alleviating endemic poverty, generating employment and transforming the structure of the economy. An Appeal to the AID and Diplomatic Community in Ethiopia

Subject: Support Human Rights & Free and Fair Elections; Speak out Against the Decimation of Independent Opposition Parties by Ethiopia’s Election Board

Shengo believes Ethiopia’s 100 million people demand, and more importantly, deserve a free and fair election. However, the machinations by the ruling party of dismantling competitive opposition parties and replacing them with politically manufactured pseudo-opposition groups that are completely loyal to 

The Tigray People’s Liberation Front (TPLF) that dominates the Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF) is reprehensible and totally unacceptable. This machination will lead to civil unrest and instability immediately after the ruling party declares victory. Over the past several months, the TPLF/EPRDF has used the country’s Election Board as a political tool to penetrate, harass, subvert and dismantle multiethnic opposition parties with country-wide appeal. The All Ethiopia Unity Party (AEUP), the Unity, Democracy and Justice Party (UDJ) and the new youth-led Green or Semayawi Party are victims of this deliberate and well calculated dismemberment and disenfranchisement campaign. The TPLF/EPRDF has used Election Board that it dominates and runs to establish pseudo replacements that are subservient and adjunct to the ruling party. It is largely these parties and the TPLF/EPRDF that will participate in the election. The outcome is therefore predictable. This is a sham.

As part of the power consolidation process before the election next May, peaceful protests allowed under the Constitution and initiated by the UDJ and Semayawi have been suppressed and disbanded. Peaceful protestors including the elderly, girls and boys, party leaders and members have been whipped and beaten in broad day light in front diplomats. Many are in jail. A 70 year old mother attending church service were among those maimed by Federal and municipal police.

Shengo expresses its outrage concerning this recurrent abrogation of human rights, the rule of law and justice at a time when the country should be preparing to listen to alternative political voices. The ongoing onslaught is intended to pave the way for total electoral win by the TPLF/EPRDF. Sadly for the Ethiopian people, the competition will be confined to the ruling party and its pre-screened, vetted and anointed parties. In effect, the TPLF/EPRDF will compete against itself. The goal is 100 percent victory.

Shengo urges the donor and diplomatic community to reject the ruling party’s pretentious position that there will be a free and fair election in Ethiopia and that there are independent parties willing to compete. This is entirely untrue. A free and fair election is untenable because genuine opposition parties have been decimated. There is no single independent press; and independent journalists are either in jail or have fled in droves. Civil society has been crushed. The media is dominated by the party and state. As Human Rights Watch, Amnesty International, Oakland Institute, the Committee to Protect Journalists and others have shown, the level of repression is unprecedented. The hope that there will be greater political space after the passing of Prime Minister Meles Zenawi, the strongman who led Ethiopia for more than 20 years has been shattered. Ethiopia is more polarized today than it was during the 2005 elections. Public confidence in the electoral and institutional processes has reached an all time low.

In Shengo’s estimation, this recurring repression and suffocation of basic human rights inflicted on all segments of Ethiopian society will not stop the popular momentum for justice, genuine equality under the law and representative governance in Ethiopia. On the contrary, Ethiopia’s youth is more determined and committed to democratic change today than it was 5 years ago. Harassments, jailings, killing, persecutions, forced migration out of the country etc. are unlikely to stop the momentum. Equally, opposition parties that have been disbanded will use the current opportunity as a game changer and will emerge stronger. In short, the TPLF/EPRDF is most likely to contribute to the formation of a more cohesive, durable, purposeful, wise, strategic and collaborative and nationally oriented opposition. We therefore urge opposition groups within and outside Ethiopia to set aside minor differences, reach out to and support one another and focus on the future of the country and the prosperity of all Ethiopians.

Shengo believes that the TPLF/EPRDF is not capable of resolving Ethiopia’s myriad of problems---the high cost of living, unemployment and underemployment, income and social inequality, the misuse of the country’s natural resources including farmlands and waters, mineral resources, the plight of women, bribery, nepotism, corruption and illicit outflow of capital—etc. These national problems can be solved only through a just, fair, rule of law based and democratic government in which all stakeholders will have a say. It will take all Ethiopians to solve these intractable problems and propel the country to peace and prosperity.

Given Ethiopia’s high dependency on foreign development and humanitarian aid, the donor and diplomatic community has a special moral responsibility to advance a democratic alternative rather than to continue shoring up a government that has lost legitimacy among the vast majority of Ethiopians.  Shengo believes genuinely that Ethiopia’s interests and the interests of the global community are compatible. A just, democratic, unified and prosperous Ethiopia is in the interest of Western and African democracies. It will serve as a beacon of hope not only for the Horn but also for the rest of Africa. But, this won’t happen unless there is a concerted and genuine effort on the part of the global community.

In light of the dire situation facing Ethiopia and its 100 million people, we urge the donor and diplomatic community to give teeth by speaking out publicly and privately now on the following concrete and urgent issues:

1. Speak out both in private and in public against Election Board interferences in the electoral process and the legitimate functioning of multiethnic opposition parties

2. Establish an independent commission consisting of notable Ethiopians and foreign expert advisors to investigate government crackdowns, recent killings, unwarranted arrests and persecutions of peaceful  dissenters throughout the country and bring those responsible for “crimes against humanity” and other killings to justice

3. Open political space for all opposition groups and allow opposition parties to move freely, raise funds, establish offices, campaign and present their programs to constituents without harassment and intimidation

4. Free all political prisoners including journalists, bloggers and democratic, social and political activists and leaders and members of the opposition without preconditions and without delay. This will restore public confidence in the electoral process and mitigate risks. It will also avert civil conflict

5. Reconstitute the Election Board and ensure that it is free, impartial and independent of governing party control

6. Free the judiciary system from party control and empower it to perform its functions impartially and independently

7. Provide opposition parties free and equal accesses to government controlled media

8. Disallow federal police, security and defense forces from interfering in the electoral process

 9. Urge the Ethiopian government to allow foreign and Ethiopian human rights groups to operate in Ethiopia freely

10. Ask the Ethiopian government to accept and engage international and domestic election observers to monitor the electoral process and resolve electoral disputes consistent with international standards, and

11. Urge the Ethiopian government to extend the election by several months to give opposition groups to reconstitute themselves, establish offices and campaign vigorously.

Escalating Government Crackdown in Ethiopia

The Ethiopian People's Congress for United Struggle (Shengo) has learnt that the ruling TPLF/EPRDF is now intensifying its crackdown on the opposition in Ethiopia. Ahead of the planned demonstration organized by Unity for Democracy and Justice Party (UDJ) for tomorrow, January 25, 2015, security forces have now arrested at least four members of the leadership of UDJ including :

·         Asrat Abraham , Head of Public Relations

·         Selomon Seyoum, Editorial Board member of UDJ’s publication “ the Millions Voice “

·         Sintayehu Chekol,  Head of the youth Department , UDJ Addis Ababa branch

·         Neway Gebeyehu ,  a Deputy in Public Relations Department  of UDJ

The protest demonstrations which are expected to take place in Addis Abeba, Bahirdar, Arbaminch...etc, are organized to protest against the government's and its election board’s actions to block UDJ and All Ethiopia Unity Party (AEUP) from participating in the May 2015 federal election.

 Shengo would like to alert the international community on the escalating government crackdown and possible violence against Ethiopians exercising their legal rights to peaceful protest and freedom of association.  In this regard, Shengo would like to ask the international community, particularly the donor countries, to use their leverage and intervene to stop the escalating repression before it is too late.

We also want to put the ruling party on notice to refrain from such violent and anti-democratic practices and to stop all forms of harassment and intimidation immediately.

We express our unequivocal solidarity with political parties as well as the people of Ethiopia who are exercising their basic rights in a peaceful way.

በሀገራችን ውስጥ በአሁኑ ወቅት ምን እየተካሄደ ነው? ብለን ስናጤን በአንድ በኩል ነፃነት የጠማው ሕዝብ የትግል ኃያልነትና በሌላ በኩል ደግሞ ሀገራችን ኢትዮጵያና ሕዝቧ በምን ዓይነት ጨካኝ፤ ሥርዓት ሥር ወድቀው እንደሚገኙ የሚያሳይ ጉልህ ክስተትን እንገነዘባለን።

ምርጫ 97ትን ተከትሎ ህወሓት/ኢህአዴግ በደረሰበት ሽንፈት ተደናግጦ በጥቅምት ወር እጅግ አሳዛኝ ጭፍጨፋ፣ እሥራትና ሽብር በሕዝባችን ላይ ፈጸመ። የሕዝብ ድምፅ መቆጠር ሲጀምር ገና ከጅምሩ ተቃዋሚዎች እንዳሸነፉ የተገነዘበው መለስ ዜናዊ የአስቸኳይ ጊዜ አዋጅ አውጆ ኮሮጆ ግልበጣውን ተያያዘው። በዚህም የድምፅ ስርቆት ከሕዝብ ድምፅ ገልብጦ በተቃራኒው ኢህአዴግ አሸናፊ ነኝ ብሎ አወጀ።.......ሙሉውን ለማንበብ ይህን ይጫኑ
